QUALIFICATIONS / EXPERIENCE

BSc Quantity Surveying, BTech Quantity Surveying, or BScHons Quantity Surveying from a SACQSP-accredited South African institution (e.g. UCT, Wits, TUT, CPUT, UJ, DUT, NMU, UP).

Postgraduate qualification in Project Management or Construction Law will be advantageous.

Professional Registration

Registered as a Professional Quantity Surveyor (PrQS) with the South African Council for the Quantity Surveying Profession (SACQSP)— essential, or actively in the final stages of achieving PrQS status.

Membership of the Association of South African Quantity Surveyors (ASAQS) is advantageous.

Regulatory&Contracts Knowledge

Solid working knowledge of CIDB contractor grading designations (Grade 5–9) and CIDB procurement requirements.

Demonstrable experience administering JBCC Series 2000, NEC3/4, GCC 2015, and/or FIDIC contract forms.

Familiarity with Agrément South Africa certification and NHBRC compliance requirements (residential projects advantageous).

Minimum 5–8 years of post-graduate QS experience within the South African construction and built environment industry.

Proven track record on commercial, residential, industrial, mixed-use, or civil infrastructure projects with construction values in excess of R50 million.

Demonstrated experience in both private and public sector procurement, including compliance with PFMA and MFMA requirements.

Proficiency in CCS Candy, BuildSmart, CostX, or equivalent QS estimating and project cost software.

Advanced competence in Microsoft Excel; working knowledge of MS Project or Primavera P6 will be an advantage.

Experience in public sector procurement under National Treasury SCM regulations and CIDB practice notes is highly desirable.

KEY RESPONSIBILITIES The successful candidate will be responsible for, but not limited to:

Prepare and manage detailed Bills of Quantities (BOQ) in strict accordance with ASAQS standard measurement rules and documentation.

Conduct feasibility studies, elemental cost estimates, and cost plans at all SACAP/RIBA project work stages from inception to close-out.

Manage the full tender process including compilation of tender documents, adjudication of tenders, and written recommendation for awards.

Administer construction contracts (JBCC Series 2000, NEC3/NEC4, GCC 2015, FIDIC) including interim payment certificates, variation orders, dayworks, and contractual claims.

Monitor and control project expenditure against approved budgets; produce accurate monthly cost reports for clients and senior management.

Negotiate and settle final accounts with main contractors and subcontractors.

Lead value engineering and risk assessment workshops to optimise project costs without compromising quality.

Liaise effectively with architects, engineers, project managers, and client representatives throughout all project lifecycle stages.

Ensure compliance with CIDB regulations, local authority requirements, PFMA/MFMA (public sector), and relevant SANS standards.
