Responsibilities

Ensure the provision of comprehensive effective clinical governance through quality improvement processes implementation.

Monitor and evaluate the performance of the HAST unit in line with public health indicators.

Analyse health policies and programs to develop customised implementation strategies for service providers to comply with stated norms and standards.

Provide comprehensive HAST services including HIV counselling and testing (HTS), initiation and management of ART (NIMART), management of TB and sexually transmitted infections.

Implement PMTCT programs and PrEP services.

Maintain accurate patient records and HAST statistics.

Provide contextual planning, monitoring and evaluation.

Facilitate and advocate for necessary resources for service delivery, including staff development.

Ensure cost‑effective and appropriate use of resources.

Ensure appropriate implementation of Batho Pele Principles.

Manage and support education, in‑service training, and practice development initiatives in the facility, professional growth, ethical standards, and participation in training research.

Oversee disciplinary and grievance matters, including monitoring and managing absenteeism.

Implement consequence management for non‑compliance.

Qualifications and Experience

Senior certificate/Grade 12.A basic R425 (i.e., a degree or diploma in nursing) or equivalent qualification that allows registration with SANC as a professional nurse.

Current registration with the South African Nursing Council as a professional nurse.

A minimum of 7 years appropriate or recognisable experience in nursing after registration with SANC in general nursing.

Computer literacy with proficiency in MS Office software applications.

A qualification in Management of Health Services is an added advantage.

Financial management skills.

Leadership, decision‑making and problem‑solving abilities.

Knowledge of public service policies and other health‑related prescriptions.

Good interpersonal skills, knowledge of human resource management and the Labour Relations Act.

Other skills: HAST programme management/administration, planning, organising, coordination and communication skills.

Knowledge of administrative policies and guidelines.

Effective communication at all levels of service delivery.

In‑depth understanding of legislation and ethical practices relating to public service, public health, nursing and other disciplinary health professions.

A qualification in Health Service Management is an added advantage.
