Description
Main Purpose of the Job To lead, manage, and deliver ICT projects in accordance with the NLC’s Project Management Office (PMO) methodologies and governance frameworks. The role ensures projects are completed on time, within budget, and to the required quality standards, supporting the organisation’s modernisation and digital transformation objectives.
Salary Scale Minimum Requirements: Commensurate with qualifications and experience.
Qualifications
Bachelor’s degree or National Diploma in Information Technology, Project Management, or a related discipline.
Project Management Professional (PMP®), PRINCE2®, or Agile/Scrum certification (required).
ITIL or COBIT 2019 certification (advantageous).
Experience
Minimum of 5 years’ ICT project management experience.
At least 3 years in a senior project management or PMO environment.
Proven experience managing project budgets, vendor coordination, and risk control.
Demonstrated successful delivery of large-scale or multi-stream ICT projects (e.g., ERP, Data, Cloud, Cybersecurity initiatives).
Key Responsibilities
Project Planning&Initiation : Define project scope, objectives, deliverables, schedules, and budgets in alignment with PMO standards; develop detailed project plans and secure stakeholder approval; ensure alignment with organisational governance prescripts and best practice methodologies.
Project Execution&Control : Manage project execution to meet agreed cost, time, and quality targets; monitor progress against project plans and implement corrective actions; identify, assess, and mitigate project risks; track interdependencies across projects.
Governance, Compliance&Reporting : Ensure compliance with NLC governance frameworks, PFMA requirements, and relevant legislation; maintain comprehensive project documentation; prepare and submit timely progress, financial, and risk reports; facilitate steering committee meetings and communicate status.
Financial&Resource Management : Manage project budgets, procurement processes, and resource allocation in line with PFMA guidelines; monitor expenditure and report variances; oversee vendor performance and contract deliverables; manage and monitor project team performance.
Quality&Continuous Improvement : Ensure deliverables meet agreed standards, specifications, and business requirements; conduct post-implementation reviews and capture lessons learned; drive continuous improvement within project delivery processes.

Deep understanding of PMBOK, PRINCE2, and Agile methodologies.
Sound knowledge of ICT governance (e.g., COBIT APO05/BAI01) and PFMA compliance.

Strong budgeting, reporting, and stakeholder communication skills.
Solid understanding of risk management principles and practices.
